I was wondering if there is a way I can have my member opt in or out of a event. I want to be able to see who joining the event or who is out of the event

Hello,

When you add in the Event Panel accessed through Panel Layouts, you can actually see who joined the event and who rejected to join the event.

That is how the event panel works.
