I am having random members receive errors when trying to send PMs saying that "the administrator has disabled your ability to send private messages," yet i have done no such thing and do not even see where an admin can even disable members ability to send PMs.
Where can I fix this?

None of my members were trying to send mass PMs. Just individual ones to other members. This is affecting only a few of my members.
