Send out PM to more than 5 members?

I can do this as the site owner but is there anyway to allow other members to send out PM's to more than 5 members?

@Evie ...can you let me know what admin level settings would allow a member to bypass the limit of 5 contacts per PM? I have 3 guys that have been given ADMIN access but I have only checked off the ability to add/change the even calendar and they are not able to bypass that limit.

@Evie ... I followed your advice and added the news/sms option. They are still limited to only 5 per PM.
