Teams - can anyone create them?

Is it default that any rank can create a team or can only the admin set them up? I'd like to be able to give control of team creation to only certain ranks or people.

Teams are used to divide your members into groups. Once a team is created, a manager will be assigned to manage members of the team and to accept/deny applicants.

Do we know who can create a team to begin with and if there will be an upcoming feature for an admin to give rights to different ranks? Thanks for the help!
