Javascript Cookie not remembering

So the admin bar toggle javascript is not remembering if the panel was closed or open, is the cookie not being set?

$('.adminbar').slideDown(200);
setcookie('adminbarhide', 0, 30);

}
</script>

I've also re-used this to toggle/show/hide the site banner element so would be nice if the browser would remember if it was toggled open or closed
